MOORE, Okla. (KFOR) — Two parents were arrested after Moore Police say one of them admitted to intentionally burning their own child with a lighter.

Moore PD says neighbors saw the little boy walking up and down the streets. When they asked him what he was doing, the kid allegedly told them he ran away from home because he was being abused.

“They had confronted the child, talked to him, and seen that he was malnourished and was wandering the streets, kind of barely clothed,” Clint Byley with Moore PD said.

Those neighbors found the 6-year-old boy wandering around their Moore neighborhood, and they asked him if he was okay.

“He had injuries, scarring on his feet, tops and bottom of his feet, and on his lower back,” Byley said.

When he told them that he was being abused at home, they called the police, leading them to track down the parents.

“Both parents admitted to abusing the child,” Byley said. “The father admitted to using a Bic lighter on the bottom of his feet as a form of discipline. The mother admitted in participating in this type of abuse.”

The child’s parents, Dilon Moore and Cathy Ngo, were arrested.

“The DA’s office, who’s managing the case now, upgraded those charges to child abuse and neglect,” Byley said.

The child was treated and is now doing okay.

“He was released from the hospital, and then he’s with the foster family that the DHS provided,” Byley said.

The parents were booked into the Cleveland County Detention Center.
